FEMA / PEMA Grant Process Update & Grants Portal Streamlined Project Process Training WebEx

Non-PNP applicant Grants Portal accounts will be activated by FEMA on Friday 5/22/20 after 4:00 PM. Non-PNP applicants will be receiving an automated email from Grants Portal requesting that you log in and change your password. Once you have changed your password, please refrain from beginning to complete the project application process until you have attended and completed the Grants Portal Streamlined Project Application training which is detailed below.

PNP applicants, you will be receiving your invite to Grants Portal after 12:00 PM tomorrow 5/21/20. Please consult your WebEx slides for what this invite will look like and the procedure process for creating your profile and uploading and completing all necessary documents. For new PNP applicants this will be discussed on the WebEx make-up briefing Thursday 5/21/20 at 3:00 PM. FEMA will activate PNP applicant accounts after approving their Request for Public Assistance (RPA).

PEMA and FEMA will be hosting a series of WebEx based trainings that will focus on the creation of your streamlined project application in Grants Portal. The scheduled trainings will be approximately 90 minutes in length.  These trainings are scheduled for; Tuesday 5/26/20 at 1:00 PM, Wednesday 5/27/20 at 10:00 AM, and Thursday 5/28/20 at 6:00 PM.  With the trainings being held at different times each day, you can attend a training that works best for you. The purpose of these trainings is directed at those applicants that have incurred at least $3,300 in eligible emergency protective measures costs associated with the response to COVID-19. There will be additional trainings scheduled in the future that will discuss more in-depth project applications such as congregate sheltering, feeding, etc.

This training will provide the process of how to enter Grants Portal and create a Schedule EZ project application for completed work that meets the $3,300 minimum threshold and is below the $131,100 large project threshold. Once the training is completed, applicants that have incurred costs below the large project threshold will be able to login to Grants Portal and create their streamlined project application to submit for eligible FEMA reimbursement.

An example of this process would be: A municipality that incurred $5,000 in cleaning materials and personal protective equipment for employees, with no additional costs logging into Grants Portal and completing the Streamlined Project Schedule EZ and submitting for FEMA/PEMA review.
